The Lagos State Lotteries Board (LSLB) is the pioneer gaming regulatory body in Nigeria.
LSLB was established by the Lagos State Lotteries Laws Cap L89 2004 Laws of Lagos State (Now Lagos State Lotteries (Amendment) Law 2008).
It is responsible for regulating lotteries, sports betting, scratch card & interactive games, casino, gaming machines operations, pools betting, promotional competitions and other gaming activities within Lagos State.
When the LSLB commenced operations in 2005, it was entrusted with the responsibility of setting up a regulatory framework that is not only at par with international standards but would also stand the test of time.
At the time, coupon/paper lottery was the order of the day and computation of gaming tax was difficult because there was no scientific means of determining the amount payable for Good Causes Projects by operators.
Gaming operators could not accurately account for sales revenue, while bettors and players were at the mercy of the operators. The government was losing revenue to illegal gaming activities.
LSLB laid the foundation of what is today a stable gaming industry in Lagos State. The management of the LSLB brought to bear industry experience spanning many years to facilitate the setting up of a platform for monitoring the gaming industry, implementing policies and ultimately promoting the growth of the industry.
The Role of LSLB
Regulate
The primary function of the Lagos State Lotteries Board is the licencing and regulation of games of chance. These include Public online lottery (lotto), Online Sports Betting, Scratch Card & Interactive Games, Other games, Promotional Competitions, pools betting, casinos and gaming machines operations.
Licencees’ operations are guided by the Terms & Conditions of licence executed with LSLB as well as other regulations LSLB may make from time to time.
Promote
LSLB adopts a stakeholder inclusive approach in its regulatory functions. The board ensures and guarantees a conducive operating environment for licencees and integrity of games for bettors.
Protect
LSLB holds its licencees to high operational & management standards in the interest of all stakeholders.
They have an open-door policy that ensures investors, operators, aggrieved bettors and the general public have access to accurate information, excellent services and timely grievance resolution.
Generate
LSLB is a revenue-generating agency in Lagos State, Nigeria.
It generates revenue from licence fees, good causes fees, state royalty fees amongst others.
The generated funds are applied to good causes project in the Educational, Infrastructure, Environment, Social & Health sectors in Lagos State.

Online Sports Betting as per LSLB
Sports betting involves predicting and placing bets on the outcome of a sports event. With the advent of technology sports betting services can be offered through multiple distribution channels.
The Lagos State Lotteries Board has the mandate to regulate and oversee the activities of online sports betting operators within Lagos State. With the deployment of technology, LSLB is able to effectively monitor and regulate licencees’ activities with the ultimate goal of protecting the interest of all stakeholders.
Licencees operating retail outlets are expected to operate branded betting shops in line with LSLB requirements. All agents must be registered and LSLB informed of additional betting shops and management staff employed.
A sports betting licence is for a term of one year and renewable annually.
